摘要

对于贫困地区而言，2020年是脱贫攻坚的收官之年，也是乡村振兴的开局之年。通过全社会广泛动员和积极参与，脱贫攻坚取得了决定性成就，同时，乡村社会也显现出内生发展动力不足等问题。为了建立稳定脱贫和预防返贫机制，需要做好脱贫攻坚与乡村振兴的衔接。以新内生发展理论为视阈，通过分析脱贫攻坚与乡村振兴衔接的可行性，认为资源、参与和认同是脱贫攻坚与乡村振兴衔接的关键因素。在整合脱贫攻坚与乡村振兴的“资源”基础上，拓展农民参与各项政策的途径，增强农民对农村的认同感，能够充分激发农民的内生发展动力，保障稳定脱贫和乡村发展。因此，在脱贫攻坚即将圆满完成任务的关键节点，要加强在“资源”“参与”“认同”三个方面与乡村振兴的衔接，充分激发农民自我发展能力，形成长效脱贫致富机制。

Abstract

2020 is the closing year of poverty alleviation and the beginning year of rural revitalization. Through the wide mobilization and active participation of the whole society， great achievements have been made in the fight against poverty. However， problems such as the lack of endogenous development impetus have also appeared in rural society. In order to establish stable anti⁃poverty mechanism， we need link poverty alleviation and rural revitalization. Based on the new endogenous development theory， this paper analyzes the feasibility of linking poverty alleviation with rural revitalization， and holds that "resources" ， "participation" and "identification" are the key factors. As well as integrating the "resources"， expanding farmers ways to participate in various policies and enhancing their sense of identity with the countryside can fully stimulate their endogenous development impetus to ensure stable poverty alleviation and rural development. Therefore， we should strengthen the connection with rural revitalization in three areas， namely， "resources" ， "participation" and "identity" ， so as to fully stimulate farmers ability to self⁃develop， to form a long⁃term mechanism for poverty alleviation and wealth enrichment.
