摘要

科学重塑和整体优化农村科技创新体系，既能培育现代农业发展新动能和塑造农村产业新形态，也能有效强化乡村振兴的智力供给。但实践中，不少地方的农村科技创新体系却面临着较多难题，包括政策繁杂且落地较慢、资金匮乏且监管较少、人员短缺且压力过大及受众认知有限且参与不足。因此，为了真正发挥农村科技创新体系的战略价值，必须定点破除难题和准确提供完整的重塑策略。一方面，厘清科学配置农村科技创新要素的优化逻辑，具体涵盖构建开放生态、遵循包容原则、追求效率目标、注重应用导向和执行调适规则等内容。另一方面，系统整合农村科技创新的各种资源，进而从制度构嵌、政策互撑、资金注入、主体联合和绩效评测等方面推进重塑工作。

Abstract

Scientific reshaping and overall optimization of rural science and technology innovation system can not only cultivate new energy of modern agricultural development and shape new forms of rural industry， but also effectively strengthen the intellectual supply of rural revitalization. However， the rural technological innovation system in many places has faced many difficulties， including complicated policies and slow implementation， lack of funds and less supervision， shortage of personnel and excessive pressure， and limited awareness and insufficient participation. Therefore， it is necessary to solve the problems and provide a complete reshaping strategy. On the one hand， we should clarify the optimization logic of scientific allocation of rural science and technology innovation elements， including building an open ecology， following the inclusive principle， pursuing efficiency goals， emphasizing application orientation and implementing adjustment rules. On the other hand， we should systematically integrate various resources and then reshape from system construction， policy support， capital injection， subject joint and performance evaluation.
