摘要

新型农业经营主体作为农业适度规模经营的重要参与者，引导其参与农村公共事务治理，对提升乡村治理水平具有重要现实意义。基于安徽省304个微观调查数据和MOA分析框架，构建Double Hurdle模型，从动机、机会、能力三个层面分别分析巡视行为和投资行为影响因素。结果显示：耕地流转年限、知识技能水平对巡视决策有显著正向作用；耕地规模、耕地流转年限对巡视程度有显著促进效果。耕地流转年限、知识技能水平对管护投资决策均有显著正向影响；耕地规模、耕地流转年限、耕地集中程度、农业生产经营投资、小农水供给水平、农业收入水平对管护投资程度均有显著正向作用。最后，基于研究结论，从扎实推进农业适度规模经营，通过新建、续建和现代化改造推动小农水达标提质，鼓励实施联合管护等方面提出促进新型农业经营主体参与小农水管护行为发生的政策建议。

Abstract

As an important participant of moderate scale management， new agricultural management entities’ participation in rural public affairs governance is of practical significance to improve the level of rural governance. Based on the micro-survey data of 304 samples in Anhui province， this paper constructs the Double Hurdle model to analyze the influencing factors of inspection behavior and investment behavior from three dimensions of motivation， opportunity， and ability. The research shows that the duration of land transfer， knowledge and skill level have significantly positive impact on inspection decision， and the cultivated land scale， the duration of land transfer have significant effect on the inspection degree； the duration of land transfer， knowledge and skill level have significantly positive effect on investment decision； the cultivated land scale， the duration of land transfer， cultivated land concentration， agricultural production and management investment， supply level of small-scale farmland water conservancy， the agricultural income level have significantly positive impact on the investment degree. Based on the above research， countermeasures are proposed from three aspects： steadily promote the development of agricultural moderate scale management， continue to increase the quantity and improve the quality of small-scale farmland water conservancy， and encourage joint management and maintenance.
