摘要

农村互助养老是在家庭养老基础上发展的一种新型互助养老模式，正随着社会基础的变化而不断演变。基于新制度主义理论，从规制性、规范性、文化—认知三个维度，对比分析了中日两国农村互助养老模式的社会基础。在日本社会中，受到政府和农协支持的农村互助养老，拥有法律、政策和具体帮扶措施三位一体的帮助。受社群养老价值观的影响，日本老人有较强意愿参与互助活动。因此，根据农村互助保险社会基础三个维度，中国应从建设农村互助养老组织管理条例、实现云端看病、互助的信息化管理、进行农村互助养老认知宣传和提倡退而不休这五个方面进行改进和完善。

Abstract

The rural mutual aid pension is a new type of mutual aid pension model developed on the basis of family pension， which is evolving with the change of social foundation. From the perspective of new institutionalism theory， this paper makes a comparative analysis of the social foundation of the rural mutual assistance pension mode between China and Japan from the perspectives of regulation， standardization and culture cognition. In Japan， supported by the government and agricultural associations， rural mutual support for the elderly is promoted by laws， policies and specific support measures. Influenced by the community pension values， the elderly people have strong willingness to participate in mutual assistance activities. Therefore， the rural mutual insurance should be based on the social basis of three dimensions. This paper designs the development path from five aspects： construct management regulations for rural mutual support pension， realize cloud-based medical treatment， share management information， strengthen the awareness of mutual assistance for the aged in rural areas and advocate the value of active aging.
