摘要

国家治理与乡村社会的关系表现为“行政嵌入社会”。行政力量嵌入乡村社会依托两种方式：一是内生性秩序的行政激活，以村庄内生性秩序的合理改造为基础，基层政府激活村庄内生性秩序的治理作用；二是自治秩序的行政规范，以引导村庄选举的方式，基层政府规范村庄的自治秩序。研究发现，基层制度设置与行政吸纳是行政嵌入社会的组织机制，国家资源分配与利益吸附是行政嵌入社会的动员机制，政府文化供给是行政嵌入社会的文化塑造机制。借助以上三种机制，国家行政力量得以与乡村社会融合，从而实现村庄善治。

Abstract

The relationship between state governance and rural society is manifested as "administration embedded in society". The administrative power is embedded in the rural society in two ways： one is the administrative activation of the endogenous order based on the rational transformation. The grassroots government activates the governance role of the village endogenous order. The other is the administrative norms of the autonomous order. The grassroots government regulates the autonomous order of the villages by guiding village elections. The study found that the establishment of basic-level systems and administrative absorption are the organizational mechanism， the distribution of national resources and interest absorption is the mobilization mechanism and government cultural supply is the cultural shaping mechanism. With three mechanisms， the state administrative force can be integrated with the rural society， thereby realizing good village governance.
