摘要

当前，全球粮价迅速上涨，国内外粮食安全风险引起广泛关注。本研究认为，当前全球粮食库存充足，粮食安全问题主要不是生产和总量问题，而是结构和分配不平等问题；当前导致国际粮价上涨的主要因素是全球通货膨胀加剧，我国粮食安全坚持“以我为主”方针有利于管控粮食安全风险；当前我国粮食安全状况在总体上处于历史较好水平，要警惕单纯依靠粮食自给率指标带来对粮食安全形势的误判。此外，管控未来粮食安全风险应对未来我国粮食需求增长潜力做出客观评估。

Abstract

With the rapid rise of global food prices， food security risks at home and abroad have attracted widespread attention at present. This paper argues that the current global food stock is sufficient； the food security problem is not the problem of production and total amount， but of structure and distribution inequality； the main factor leading to the rise of international food prices is the intensification of global inflation； China's adherence to "self-centered" policy of food security is conducive to effective control of food security risks； China's food security situation is generally at a historically good level，so we must be wary of misjudging the food security situation caused by relying solely on the food self-sufficiency rate indicator. In addition，the management and control of future food security risks require an objective assessment of the growth potential of China's food demand in the future.
