摘要

2020年底，现行标准下的农村贫困人口已经全面脱贫。但受诸多因素的影响，脱贫地区的脱贫人口还面临诸多不确定的风险，脱贫不稳定人口和边缘易致贫人口的风险依旧存在。有鉴于此，本研究从巩固拓展脱贫攻坚成果同乡村振兴有效衔接的视角，对脱贫地区防返贫的动态监测和帮扶机制展开研究。在论述构建防贫监测和帮扶机制必要性的基础上，对地方政府开展的探索实践进行总结，并据此提出防贫监测与帮扶机制构建的具体路径，即需要科学确定监测标准，精准锁定监测对象；分类分层进行预警，建立完善的动态预警机制；细化优化帮扶举措，构建多层次和复合式的帮扶机制，才能防止规模性返贫，为持续推进乡村振兴奠定基础。

Abstract

By the end of 2020，the rural poor population under the current standards have been completely lifted out of poverty. However，due to the influence of many factors the people lifted out of poverty in poverty-alleviated areas still face many uncertain risks，and the risks of unstable population and marginal population prone to poverty still exist. This paper studies the dynamic monitoring and assistance mechanism of anti-poverty in poverty-alleviated areas from the perspective of consolidating and expanding the achievements of poverty alleviation and effectively connecting with rural revitalization. On the basis of discussing the necessity of constructing poverty prevention monitoring and assistance mechanism，this paper summarizes the exploration practice carried out by local governments，and puts forward the specific pathes，namely，scientifically determining the monitoring standard and accurately locking the monitoring object；carrying out early warning by classification and stratificatio to establish a perfect dynamic early warning mechanism；refining and optimizing assistance measures to build a multi-level and compound assistance mechanism in order to prevent large-scale poverty return and lay the foundation for sustainable rural revitalization.
