Measurement, influencing factors and policy path of agricultural production efficiency——a case study of Chongqing
Accurate identification of problems in agricultural transformation and development has important policy reference value for improving agricultural market competitiveness and realizing agricultural modernization. Based on the panel data of 37 districts and counties in Chongqing from 2009 to 2018, DEA model, Malmquist index and Tobit model were used to empirically study the specific situation and influencing factors of agricultural production efficiency in Chongqing. The static DEA model shows that the mean value of agricultural production efficiency was 0.854 with marginal expansion space. Dynamic Malmquist index shows that the average annual growth rate of total factor productivity of agriculture is 12.8%, which has formed a two-wheel driving situation of "induced by technological progress and improved technological efficiency" with the high contribution degree of agricultural technological progress. Financial support for agriculture, urbanization rate, regional economic development level and transportation accessibility have positive effects on agricultural production efficiency, while farmers' disposable income has negative effects. In order to improve the efficiency of agricultural production and promote the development of high-quality agriculture, the paper propose perfecting the land transfer mechanism, cultivating new agricultural operating subjects, perfecting agricultural innovation mechanism and promoting urbanization.
