On the full and effective use of water resources to ensure the strategy of "grain storage in ground"
Water is not only an essential for the growth of food crops, but also has much to do with the input, output and food security of food production. In recent years, the water-related food security and food production have received high attention from all walks of life. This paper focuses on the analysis of the problems of water resources utilization in grain production and the countermeasures of water resources utilization to ensure food security. The conclusions are that food production faces multiple risks due to "water"; there is a space-time mismatch between food production and water resources endowment; water use efficiency of food production is not high, and irrigation water pressure has an impact on food production. Therefore, it is importnat to construct the water-saving utilization mechanism of grain production. This paper proposes a countermeasure framework for ensuring "grain storage in ground" through effective use of water resources, including strengthening the construction of farmland water conservancy to ensure the steady development of grain production, and promoting water-saving utilization to ensure the sustainable development of grain production.
