摘要

通过对“三瓜公社”特色小镇的考察，研究乡村振兴背景下多主体参与闲置宅基地盘活利用的具体路径。在实践中，“三瓜公社”特色小镇围绕推进产业、村庄和村民重塑，拓展宅基地功能，推动多方主体共同参与闲置宅基地盘活利用，并取得较好的效益；激发包括农民、农村集体经济组织、返乡下乡创业人员、工商企业等多方主体在内的各类主体活力，并引导其通过多种方式共同参与闲置宅基地盘活利用。在实施乡村振兴战略背景下，应支持培育多方盘活利用主体、积极创新盘活利用机制，探索盘活利用闲置宅基地的有效途径和政策措施，从而为激发乡村发展活力、促进乡村振兴提供有力支撑。

Abstract

Based on the investigation of the characteristic town of "Sangua Commune"， this paper studies the specific path of multi-agent participation in the active utilization of vacant homestead under the background of rural revitalization. "sangua commune" expands the functions of vacant homestead by promoting the reconstruction of industries，villages and villagers and the multi-agent participation. It also stimulates the vitality of farmers，rural collective economic organizations，entrepreneurs returning to the countryside and industrial and commercial enterprises，and guides them to participate in various ways. Under the background of rural revitalization，it is necessary to cultivate multi-agent’s active participation，innovate the utilization mechanism，and explore effective ways and policy measures so as to provide strong support for stimulating the vitality of rural development and promoting rural revitalization.
