摘要

乡村数字治理既是解决传统乡村治理难题的迫切需求，也是国家治理现代化进程中的一项重要任务。乡村数字治理本质上是多元主体依托数字技术协同共治的过程。以基层党组织、乡镇政府、村委会、村民、市场主体和社会组织等为代表的多元主体协同治理，是实现乡村数字治理有效的治本之策。当前，多元主体协同参与乡村数字治理还面临着多元主体数字参与不足、数字治理合力难以形成、数字治理制度尚不完善、数字治理技术存在短板等困境，未来需要着力提高多元主体数字参与能力、凝聚数字治理合力、完善相关数字治理制度建设及强化数字治理技术供给，促进多元主体协同参与乡村数字治理，从而提升乡村治理绩效，实现中国式乡村治理现代化。

Abstract

Rural digital governance is not only an urgent need to solve traditional rural governance problems， but also an important task in the modernization process of national governance. Rural digital governance is essentially a process of collaborative governance of multiple subjects relying on digital technology. Multi-subject collaborative governance represented by grassroots party organizations， township governments， village committees， villagers， market entities， and social organizations is a fundamental strategy for effective rural digital governance. At present， multi-subject collaborative participation in rural digital governance still faces difficulties such as insufficient digital participation of multiple subjects， difficulty in forming digital governance synergy， imperfect digital governance system， and shortcomings in digital governance technology. In the future， it is necessary to focus on improving the digital participation capabilities of multiple subjects， condensing digital governance synergy， improving the construction of relevant digital governance systems， strengthening the supply of digital governance technology， and promoting the collaborative participation of multiple subjects in rural digital governance， so as to improve rural governance performance and realize the modernization of Chinese-style rural governance.
