摘要

农村公共卫生应急治理决定着农村社会的和谐稳定和乡村振兴的质量，也是完善国家公共卫生应急治理体系的重要组成部分。研究发现：在农村公共卫生应急治理中自媒体已经成为主导村民公共认知的主要媒介；信息的复杂性和渠道的多元化使村民缺乏信息识别的能力；应急资源的匮乏和科学知识的欠缺影响村民的公共认知。以村庄社会共同体为主导的公共卫生应急治理方式是当前农村公共应急治理的主要选择。鉴于此，农村公共卫生应急治理需要构建以村镇为主体的农村公共卫生应急治理体系，不断加强公共卫生应急治理中的网络舆论引导和镇村一级医疗卫生机构的建设，构建以村社共同体为主导、社会力量有效参与的农村公共卫生应急治理体系。

Abstract

Rural public health emergency management determines the harmony and stability of rural society and the quality of rural revitalization， and is also an important part of improving the national public health emergency management system. The findings are as follows： we-media has become the main media leading villagers' public cognition； the complexity of information and the diversification of channels make villagers lack the ability of information recognition； insufficient emergency resources and scientific knowledge affected villagers' public awareness； the public health emergency management mode dominated by village community is the choice at present. Therefore， we needs build a rural public health emergency management system with towns and villages by strengthening the guidance of network public opinion and the construction of medical and health institutions in township and village level to build a village community-led rural public health emergency management system with social forces effectively participated.
