Through the experience summary of the practice of consultative democracy in Xiaogucheng Village， Zhejiang Province， it is found that the village's institutional arrangements such as leading the development of village-level consultative democracy through party building， realizing the scientific decision-making with the participation of multiple subjects， standardizing consultation procedures to ensure the orderly consultation activities， and supervising the implementation in place to demonstrate the effectiveness of village-level consultative democracy truly realize the "matter of everyone is discussed by everyone".
