摘要

基层治理是国家治理的重要组成部分，也是推进国家治理体系和治理能力现代化的着力点。浙江小古城村以“村里的事情大家商量着办”打造共建共治共享的基层治理体系，所形成的基层协商共治的核心要义是：以协商民主消除多元利益纷争、以多元参与破解单一治理弊端、以合作共治打破各自为政秩序，同时强调增加平等对话、促进社会公正、增强参与感的价值取向。由于多元主体利益取向差异化而导致协商过程难以规避协调难、多分歧、弱参与等问题，地方政府应采取政社互动与及时回应相结合、正式沟通与非正式沟通相结合、上下衔接与跨部门协作相结合的方式，持续提升多元主体合作共治意识，使基层协商共治走向制度化和规范化。

Abstract

Grassroots governance is an important part of national governance， and it is also the focus point for promoting the modernization of national governance system and governance capacity. The village of Xiaogucheng， Zhejiang Province， has built a grassroots governance system of common construction， common governance and common sharing by "discussing and handling the village's affairs together"， and the core essence of grassroots consultation and common governance is to eliminate the disputes of multiple interests by consultation and democracy， to solve the shortcomings resolve the drawbacks of single governance by through multiple participation， and to break the disorder of separate administration by through cooperation and common governance. ， which emphasizes It highlights the value orientation of increasing equal dialogue， promoting social justice， and enhancing the sense of participation， and emphasizes the importance of social justice. As the consultation process is difficult to avoid the problems of difficult coordination， faces challenges such as coordination difficulties， multiple disagreements， and weak participation due to the differentiation of the interests of multiple subjects， the local government should adopt the methods of combining the interaction between the government and society and timely response， combining formal and informal communication， combining upper and lower levels of articulation and cross-sectoral cross-departmental collaboration， and continue to continually enhance the awareness of the multi-subject cooperation and shared governance of the multiple subjects， so as to make leading grass-roots consultative and shared consultation and co-governance governance move towards the systematization institutionalization and standardization.
