摘要

治理性自组织是实现乡村治理有效的重要力量。在基层亟需提升治理能力的背景下，治理性自组织成为不少村庄的发展重点。本研究基于实地调研资料，运用协同治理理论，重点剖析了一个治理性自组织如何产生，如何运作及其在治理中发挥的作用，以此来阐述该类自组织参与村庄治理的社会基础。研究表明，治理性自组织的社会基础包括组织条件对应的村庄精英动员，内容条件对应的治理事务与治理结构契合，以及制度条件对应的村规民约落实与内部规则确立三个部分。治理性自组织要根据不同的社会基础不断调整才能实现可持续发展，推动乡村治理有效。

Abstract

Self-organization of governance is an important force to realize effective rural governance. Under the background of the urgent need to improve the governance capacity at the grass-roots level， the self-organization of governance has become the development focus of many villages. Using the theory of collaborative governance， this study focuses on how a governance self-organization comes into being， how it works and what its role is in governance. This paper expounds the social basis of this kind of self-organization participating in village governance. The research shows that the social basis of governance self-organization includes three parts： organizational conditions corresponding to the mobilization of village management， content conditions corresponding to the fit of governance affairs and governance structure， and institutional conditions corresponding to the implementation of village rules and conventions and the establishment of internal rules. In order to achieve sustainable development and promote effective rural governance， governance self-organization should be adjusted according to different social bases.
