The village community as the unit of mutual support for the elderly is the third way to build the Chinese characteristics of the elderly care system. The development of village community mutual support for the aged has two paths: top-down and bottom-up. The investigation found that the administratively promoted village community mutual support for the elderly in West Jiangxi has the characteristics of compulsory action, subject designation, rigid form and rigid price. The advantage is that the administrative promotion and bottom line assessment promote the full coverage of inclusive elderly care, but also cause the system and welfare dependence. The collective and spontaneous village community mutual assistance for the aged in eastern Zhejiang region has the characteristics of independent action, multiple subjects, various forms and price elasticity. The advantage is that the enthusiasm of the village community brings low cost, localization and sustainability, but there is a problem of passive cadres' inaction under weak assessment. On this basis, the key to moving towards the village community mutual support for the elderly is that the village community, as a coordinator, needs both limited intervention from the government and active participation from the society, so as to support each other with family elderly care, build a rural elderly care system that accommodates the elderly and does not leave home, does not leave home and does not leave home, and promotes the realization of actively coping with the aging strategy.
