摘要

乡村数字协商民主是基层协商民主的一个发展动态，即要通过数字技术为乡村协商民主实践注入新的活力，破解传统协商民主的发展瓶颈。从杭州小古城村“众人议事厅”案例来看，数字技术推动了乡村协商民主的生态重构、流程重建、观念重塑，而理念适配、制度兼容、组织联结则是数字技术契合于乡村协商民主的重要机制。此外，乡村数字协商民主也应积极调适以规避一些常见的偏差，警惕考核加码、技术悬浮、协商门槛、社会抵触等问题，不断增强包容性和有效性。

Abstract

Rural digital consultative democracy is a dynamic development of grassroots consultative democracy with digital technology injecting new vitality into the practice of rural consultative democracy and breaking the bottleneck of the development of traditional consultative models. The case of the "People's Meeting Hall" in Xiaogucheng village， Hangzhou， shows that digital technology has promoted the ecological reconstruction， process reengineering， and concept reshaping of rural consultative democracy， while concept adaptation， institutional compatibility， and organizational connection are important mechanisms for digital technology to be compatible with rural consultative democracy. In addition， rural digital consultative democracy should also actively adjust to avoid some common deviations， and be vigilant about the problems such as increased assessment， technological suspension， consultation threshold， and social resistance， and continuously enhance its inclusiveness and effectiveness.
