摘要

延循“实践—理论”的研究路径，本研究在案例描述、机理分析、范式解读、逻辑阐释的基础上，界定了构建关系式动员的概念。构建关系式动员，既需要压力条件也需要可行性条件，它包括科层资源、社会资源、权威资源的关系化运作三个维度，这三个维度互相支持最终促成了村干部与村民的“自己人”关系。“自己人”关系是学界当前三种治理范式之外的新变量，是村庄公事转变成了自家私事的突破点，是破解动员困境的关键。本质上，构建关系式动员是我国基层治理体系转型的产物，是基层治理现代化的表现形式，是基层干部创新能力和担当精神的反映，是中国之治的重要范式。构建关系式动员的积极性十分突出，但也存在治理风险，应通过对其调适，平衡基层治理的法度与温度。

Abstract

Following the research path of "practice-theory"， this study defines the concept of constructing relationship mobilization on the basis of case description， mechanism analysis， paradigm interpretation. Constructing relationship mobilization requires both pressure conditions and feasibility conditions， which includes three dimensions： the relationship operation of hierarchical resources， the social resources， and authoritative resources. These three dimensions support each other and ultimately promote the "own people" relationship between village cadres and villagers. This "own people" relationship is a new variable beyond the three current governance paradigms in the academic community and is the breakthrough point for transformation of village public affairs into private affairs， which is the key to solving the mobilization dilemma. In essence， constructing relationship mobilization is the product of the transformation of China's grassroots governance system， the manifestation of the modernization of grassroots governance， the reflection of the innovation ability and responsibility spirit of grassroots cadres. It is an important paradigm of governance in China. The positive aspects of constructing relationship mobilization are prominent， but there are also governance risks， which should be adjusted to balance the law and temperature of grassroots governance.
