"Embedded in Farmers' Life": the effective practice process and internal mechanisms of rural governance innovation——A field study based on the multidimensional embedded governance model in Town D, Ningxiang City, Hunan Province
Existing research on rural governance innovation has predominantly focused on the forms of institutional forms and external logic of innovation, without sufficiently analyzing the underlying mechanisms and real⁃world impacts that drive effective innovation. Drawing on the case of the "Virtue Bank" case in Town D, County A, Hunan Province, this study constructs an analytical framework for "multidimensional⁃embedded governance" and proposes the concept of "multidimensional embeddedness" to explore the internal mechanisms and pathways of effective rural governance innovation. The findings reveal that rural governance innovation necessitates adherence to the multidimensional⁃embedded governance model, with its practical process manifested as "embedding into farmers' lives". This process operates through a logical path of "national guidance—local integration—value participation—public transformation". This process embeds farmers at multiple levels, including their “political life" "daily activities" and "value framework" thereby enabling effective embedding of state policies into rural society and producing positive outcomes such as activating farmers' value identity, organizing farmer groups, and reshaping village life logic. Given the current challenges facing rural governance innovation , "embedding into farmers' lives" serves as a crucial internal mechanism for rebuilding rural public value systems and facilitating orderly participation by farmers. This approach can help solidify the roots of rural governance innovation within local societies.
