How to realize the overall intelligent governance of rural collective assets : theoretical logic and case evidence
Although legislative adjustment, organizational change, financial supervision and early warning platforms construction can partially or temporarily solve the problems of "blurred picture", "fragmented process" and "floating entities", of collective rural asset governance, a comprehensive, closed⁃loop, precise governance mechanism has not yet been fully constructed to meet the actual needs of collective rural asset governance in the new era. The overall intelligent governance model resulting from the coupling evolution of digital reform and administrative system reform has adapted to the paradigm transformation needs of modernizing the collective rural asset governance model. Based on the case study of the "Sanziyun" platform in Huangpu District of Guangzhou City, this paper finds that the overall intelligent governance follows a governance logic of "concept innovation + reengineering of process + coordination of organizations + enhancement of efficiency", which generates multi⁃sector collaborative action mechanisms. This approach has the potential to serve as a forward⁃looking sample to solve the problems of sectoral fragmentation, discourse disputes, data isolation and absence and avoidance of responsibility among vertical and horizontal power entities, thereby opening up a transformative channel for the modernization of collective rural asset governance.
