Isomorphic divergence: the causes of performance differentiation in politically⁃economically integrated collectives under comprehensive rural revitalization
In the context of comprehensive rural revitalization, the organizational capacity of village collectives directly affects the participation of farmers in rural revitalization. there are mainly two views on collective organizational capacity: " separation of politics and economics " and " integration of politics and economics ". While the former emphasizes the operational capacity of the collective as a professional organization, the latter focuses the governance capacity of the collective as a comprehensive organization. A comparison of the collective organizational structure and its operational effectiveness in three villages in the same township in Sichuan Province reveals that all three villages have adopted the overall organizational structure of " integration of politics and economics ", but their collective organizational performance varies considerably in the process of operation. It is found that the differences in the collective organizational capacity are the key factors affecting the organizational performance of the three villages. The political leadership, village management and village governance capacities are the three core elements that lead to the differences in collective organizational capacity. The study shows that collective organizational structures with " political and economic integration " are still likely to have higher organizational capacity and performance. For those rural communities in the central and western regions that still have " politic⁃economic integration " collective organizational structures, the key to collective organizational reform is how to substantively improve collective organizational capacity, rather than merely seeking changes in the form of collective organization.
