In accelerating the development of an agricultural powerhouse, to address the disconnect between agricultural technological innovation chains and industrial chains and to enhance the efficiency of technological spillover and knowledge diffusion has become a critical issue for high⁃quality agricultural development. Based on embeddedness theory, this study constructs a dual⁃embeddedness analytical framework—'institutional embeddedness—market embeddedness' to reveal the motivational structure and realization mechanisms of technological spillover in state⁃owned agricultural enterprises. Findings indicate as follows: Firstly, state⁃owned agricultural enterprises possess dual attributes as strategic instruments and market competitors, with their spillover behaviour exhibiting a dynamic trade⁃off between public welfare and efficiency optimization.Secondly, institutional embedding triggers mission⁃driven diffusion through administrative directives, performance constraints, and legitimacy pressures, facilitating standardzsed technology dissemination and organized promotion. Market embedding fosters efficiency⁃driven diffusion via supply chain contractual governance, industrial network interactions, and competitive feedback, enhancing endogenous incentives and contextual adaptation. Thirdly, institutional and market logics achieve complementary coupling through credit endorsement and competitive calibration: institutions correct market failures while markets enhance implementation precision and sustainability. It also proposes policy recommendations including categorized assessment and incentive⁃compatible design, fostering hub⁃type service organizations, refining benefit⁃sharing and risk⁃compensation mechanisms, and dismantling administrative boundaries to address constraints such as imbalanced evaluations, absorption capacity gaps, and spatial barriers.
