  • 摘要:"Food is the first necessity of the people" reflects a unique knowledge system of food affairs in Chinese thought that can be termed a " global vision of food studies "(Tianxia,All Under Heaven). The proposal of food studies represents the establishment of an independent knowledge system of food affairs. Focusing on the " Three Rural Issues " concerning farmers, agriculture, and rural areas, as well as the discipline of "Three Rural Studies", this paper puts forward the "Three Food Issues" (Shiance) concerning food consumers (eaters), the food industry, and food order, and establishes an independent knowledge system of " Food Affairs Studies " (Shiology). The "Three Food issues" can be further divided into the "Five Food demands": food security for basic subsistence, food abundance, food safety, food for longevity, and food sustainability. All these require the uniqueness of their independent knowledge system to be established from the perspective of the global vision of food studies. Although the " Three Rural Issues " have been established as an independent knowledge system of China's agricultural economics discipline in recent years, their connotation and extension are insufficient to cover the " Three Food issues " and the " Five Food demands ". As a discipline centered on Shiance, Food Affairs Studies can form a complete disciplinary system and bring about holistic governance of food⁃related issues. The explicit establishment of the implicit " knowledge system of food affairs " enables the systematic study of food⁃related issues represented by the " Three Foods " issues, the construction of a comprehensive interdisciplinary field of food affairs, and thus the formation of a global public good with an independent knowledge system, so as to promote global governance of food affairs and the achievement of sustainable development goals.

  • 摘要:The universality and complexity of shiance issues have become a critical bottleneck hindering the achievement of the United Nations 2030 Agenda for Sustainable Development. Based on the compilation of the Global Food Systems and SDGs Report, this paper systematically elaborates on the report's theoretical framework, innovative achievements, and implementation pathways. The report is theoretically grounded in " Shiology ", a discipline established by Chinese scholars, which integrates " eater, food, and order ", breaking through the limitations of traditional fragmented disciplinary approaches. On this basis, guided by the " Three Eater Needs " theory, it constructs an analytical framework across three dimensions: eating enough, food⁃safe eating, and eating for health. The report outlines an implementation pathway of " issues stocktake —— index construction —— annual release ", and innovatively presents the " World Food⁃System Quadrant Map " to reveal the global food patterns and four major trends. By systematically elucidating the theoretical innovations and practical value of the report, this paper provides a new research paradigm for advancing global governance and achieving the Sustainable Development Goals.

  • 摘要:Agricultural modernization is an important cornerstone of modernization for countries in the global South. In the process of exploring agricultural modernization, China has developed a path of independent development that is different from the Western model. The main experiences include the following five aspects: adhering to an independent and autonomous agricultural development path, basing itself on the basic national conditions of "large country with small farmers", choosing a modernization path that suits itself rather than blindly copying the Western models of large⁃scale or capital⁃intensive; always prioritizing poverty reduction and shared prosperity, closely integrating the improvement of people's livelihoods with agricultural modernization, and promoting the sharing of development achievements by the people through measures such as industrial poverty alleviation, rural e⁃commerce, and rural CEOs; emphasizing the equal importance of technological innovation and green development, promoting resource conservation and environmentally friendly development, and focusing on ecological protection and sustainable utilization of resources; establishing a governance mechanism that is led by the state and involves multiple stakeholders, giving full play to the leading role of the government, guiding the participation of the market and social forces, and forming a joint force to promote agricultural modernization; paying attention to strengthening international cooperation and experience sharing in agriculture, sharing its own practices based on the principles of equality and mutual benefit, and transcending the hegemonic logic and dependency traps of the traditional Western aid models. China's autonomous exploration of agricultural modernization has broken free from the constraints of the Western development models, providing inspiration for countries in the global South that are characterized by autonomy, inclusivity, and sustainability. It has contributed Chinese solutions and practical wisdom that differ from traditional Western paradigms in the global knowledge system for development, and has profound significance for promoting the construction of a a new order of fair, shared, and sustainable global agricultural governance.

  • 摘要:Rural revitalization is the core task of "agriculture, rural areas, and farmers" work in the new era,and is crucial to national development and national rejuvenation. In rural revitalization, new-quality farmers not only possess advanced labor concepts but also strong labor skills, embodying the dialectical unity of the quality of laborers and nature of productivity. As a core force equipped with modern competence and innovative capabilities, new-quality farmers empower rural "five-sphere revitalization" in all dimensions—by optimizing industrial structures, strengthening talent pools, innovating cultural products, enhancing green development levels, and advancing digital governance—thereby injecting endogenous impetus into the comprehensive development of rural areas. Currently, China possesses favorable conditions for advancing rural revitalization through cultivating new-quality farmers. However, it also faces practical obstacles such as a shortage of new-quality farmers, lagging new-type rural infrastructure development, imbalances in urban-rural public services, and insufficient digital literacy among villagers. These factors adversely affect the driving effect of new-quality farmers. Therefore, it is essential to establish a trinity-based collaborative training system to improve the rural talent cultivation chain; strengthen the support for new-type rural infrastructure to consolidate the foundation for digital rural development; promote balanced supply of urban-rural public services to narrow development gaps; and foster villagers' awareness of digital governance to enhance collaborative rural governance efficiency. These measures will provide a long-term mechanism for new-quality farmers to drive rural revitalization.

  • 摘要:A profound understanding of the theoretical connotations and core significance of "regionalized promotion of rural revitalization" is crucial for accelerating agricultural and rural modernization,as well as advancing comprehensive rural revitalization. This concept is rooted in Marxist theories of common prosperity,urban-rural relations, and social community. It inherits and develops the commendable tradition of rural cooperation and mutual assistance, directly addresses the constraints posed by homogeneous competition and administrative barriers in rural areas, and embodies an organizational form and value characteristics that integrate "Aggregation" and "Connection" in rural development. It emphasizes the organic unity of category-specific policies and integrated regional planning.Guided by a thorough comprehension of the theoretical connotations and generative logic of "regionalized promotion of rural revitalization," this approach investigates practical pathways for coordinated regional governance, the development of wealth-generating industries, the provision of inclusive public services, and the creation of livable environments, with the objective of fostering coordinated governance, collaborative industry cultivation, and joint construction and prosperity in regional rural areas.

  • 摘要:Constructing a rural digital technology system aligned with the requirements of new quality productivity development is a crucial prerequisite for activating agricultural momentum, revitalizing rural areas, and fostering leaps in agricultural new quality productivity. In this process, rural digital technology, with " digital village construction " as its core vehicle, has undoubtedly played a pivotal role. Based on panel data from 31 Chinese provinces between 2017 and 2022, this study employs the Difference⁃in⁃Differences (DID) method to empirically analyze the impact of the digital village pilot policy on agricultural new quality productivity and its underlying mechanisms. The results demonstrate that the digital village pilot policy significantly enhances agricultural new quality productivity, particularly in empowering agricultural digital technology, improving agricultural labor productivity, and promoting the transformation and upgrading of the agricultural industrial structure. Heterogeneity analysis reveals that the policy's effect is more pronounced in eastern regions, major grain⁃selling areas, and areas with high agricultural education coverage. The findings provide empirical evidence and policy insights for deepening digital village construction and advancing agricultural new quality productivity.

  • 摘要:Based on the panel data of 30 provinces in China from 2013 to 2022, this paper empirically examines the effect on the new-quality agricultural productivity and its mechanism by using the bidirectional fixed effects model and the mediating effects model. The research results show that: The increase in non-farm employment levels will significantly enhance the new-quality agricultural productivity level of regional agriculture; Scale operation of land and new agricultural business entities have played partially a mediating role in the process ;The impact of non-farm employment on the new-quality agricultural productivity shows significant regional differences. Specifically, non-farm employment has a significant promoting effect on the new-quality agricultural productivity in major grain-producing areas and the eastern regions, but has no significant impact in non-major grain-producing areas and the central and western regions. Based on this, and in light of the actual resource endowments and economic development conditions of various regions, this paper further puts forward differentiated policy suggestions for accelerating the development of new-quality agricultural productivity.

  • 摘要:The emergence of new quality productivity in agriculture, while advancing the modernization of rural areas, also poses fresh challenges to traditional farmers' livelihoods. Achieving sustainable development in this context is pivotal to advancing comprehensive rural revitalization. Drawing upon 2022 micro⁃level household data and provincial macro⁃level data, this study employs a hierarchical linear model to empirically examine the impact of new quality productivity in agriculture on farmers' livelihood resilience and its underlying mechanisms. Findings reveal that developing new quality productivity in agriculture significantly enhances farmers' livelihood resilience. This effect is more pronounced in regions with higher primary industry shares and lower economic development levels, as well as among lower⁃income households receiving government subsidies. Mediating effect tests indicate that new quality productivity in agriculture strengthens farmers' livelihood resilience by elevating regional grain production potential, a mechanism influenced by urban⁃rural segmentation. These findings provide empirical evidence and policy guidance for tailoring the development of new quality productivity in agriculture to local conditions, thereby promoting sustainable farmers' livelihoods.

  • 摘要:Based on the push-pull theory, this paper analyzes the impact of health service accessibility on the return of rural labor force. Using the survey data of farmers in six provinces, the logit model is used to empirically test the effects of health service accessibility on the return of rural labor force and its mechanism. The results show that the accessibility of health services has a significant positive impact on the return of rural labor force. Further analysis of the impact of the availability, spatial accessibility, affordability, adaptability and acceptability of health services on labor return shows that affordability, adaptability and acceptability have a significant impact on rural labor return, while the impact of availability and spatial accessibility on labor return is not significant. The mechanism analysis shows that the accessibility of health services can promote the return of rural labor force by enhancing residents' sense of well-being, equity cognition and confidence in future lives. Heterogeneity analysis shows that the improved accessibility of health service can attract more labor force employed in other provinces to return home; Additionally, families residing in economically advantageous areas find healthcare accessibility more appealing for rural labor force to return.
