摘要

共同富裕是社会主义的本质要求，是中国式现代化的重要特征，是人民群众的共同期盼。建立防止返贫长效机制是扎实推动共同富裕、解决发展不平衡不充分问题、巩固拓展脱贫攻坚成果同乡村振兴有效衔接、关注和改善民生的必然选择。针对当前存在的低收入群体动态识别机制、防止返贫常态化帮扶机制、应对突发因素返贫的动态监测机制、脱贫地区可持续发展机制、脱贫攻坚与乡村振兴的有效衔接机制待健全问题，亟需从识别、帮扶、监测、发展、衔接方面入手，拓宽防止返贫现实路径。

Abstract

Common prosperity is the essence of socialism， the charicteristics of Chinese-style modernization， and the common expectation of people. Establishing a long-term mechanism to prevent the poverty-return is an inevitable choice for promoting common prosperity， solving the problem of unbalanced and insufficient development， consolidating and expanding the achievements of poverty alleviation and rural revitalization， and improving people's livelihood. In view of the existing dynamic identification mechanism for low-income groups， the normalized assistance mechanism for preventing poverty-return， the dynamic monitoring mechanism for responding to unexpected factors， the sustainable development mechanism for poverty alleviation areas， and the effective connection mechanism between poverty alleviation and rural revitalization， it is urgent to broaden the realistic path to prevent poverty- return from the aspects of identification， assistance， monitoring， development， and connection.
