Abstract

Science and technology are the primary productive forces and the core strategic forces for national development. Scientific evaluation of the efficiency of agricultural and rural science and technology modernization helps clarify its development capacity ，which provides a reliable reference for formulating and optimizing policies. Based on an analytical framework of Schumpeterian innovation theory， the article， through constructing the Global Super SBM model， conducts a series of studies on the efficiency of agricultural and rural science and technology modernization in China. The results show that the emphasis on agricultural and rural science and technology modernization in various regions continuously increases， promoting overall efficiency improvement. However， regional imbalances are still prominent. while some regions can give full play to their comparative advantages or late-comer advantages，the dispersion of resource investment due to the relatively complex regional economic structure， or the large investment but low investment efficiency lead to the low realization efficiency. The difference between regions may lead to an imbalance of technological progress. Therefore，it is necessary to improve the efficiency from the aspects of exploring the driving force of agricultural and rural science and technology innovation， optimizing the allocation of agricultural and rural resource elements， and narrowing the technical differences between agricultural and rural areas.
