摘要

党的二十届三中全会指出要“完善覆盖农村人口的常态化防止返贫致贫机制”。明晰返贫的诱发机制是设计有效防止返贫政策应对的前提和基础。基于脆弱性的视角，从风险冲击、风险抵抗力、风险应对行动三个方面构建了返贫诱发机制的分析框架，并提出构建返贫治理的预警监测机制以提前预判返贫风险、构建返贫治理综合保障机制以增强抵御返贫风险冲击的能力、构建返贫治理的分类管理机制以“精准”阻断返贫路径、构建返贫治理的市场化机制以丰富返贫应对手段等对策建议。

Abstract

The Third Plenary Session of the 20th CPC Central Committee pointed out the need to "improve the normal mechanism covering the rural population to prevent returning to poverty and causing poverty". It is the premise and foundation to design effective policy response to prevent the return of poverty. Based on the perspective of vulnerability， this paper constructs an analytical framework of the poverty-return induction mechanism from three aspects： risk impact， risk resistance and risk response actions. It also proposes to build an early warning and monitoring mechanism for poverty return management to anticipate the risk of poverty return， build a comprehensive guarantee mechanism for poverty return management to enhance the ability to resist the impact of poverty return risk， build a classification and management mechanism for poverty return management to "precisely" block the path of poverty return， and build a market-oriented mechanism for poverty return management to enrich the means to cope with poverty return.
