摘要

作为社会主义公有制经济在农村发展的重要实践形式，新型农村集体经济与农民共同富裕在目标指向和利益分配上具有内在一致性，旨在在做大“蛋糕”的基础上分好“蛋糕”。新型农村集体经济从制度、管理、经营、服务、治理等层面保障农民生存权益、守护农民财产权益、拓宽农民增收渠道、改善农民生活品质、提升农民治理能力，已经成为农村经济发展的重要引擎，助力着集体增收、农民富裕的目标实现。然而农村资源整合难度大、农村生产要素缺乏、外部支持落地困难、农民思想行为滞后等发展现状，掣肘着经济规模效应的有效发挥，制约着优势产业的培育壮大，阻滞着集体经济的活力释放，影响着集体经济的过程推进。这就需要从建立系统化联动整合机制、强化政策优惠与扶持力度、完善审批流程与需求对接、加强思想引导与技能培训等方面发力，以此不断发展壮大新型农村集体经济，夯实农民共同富裕的发展基础。

Abstract

As an important practical form of socialist public ownership economy in rural development， the new⁃type rural collective economy and farmers' common prosperity are inherently consistent in goal orientation and benefit distribution，aiming to divide the "cake" on the basis of making the "cake" bigger. The new⁃type rural collective economy has become an important engine of rural economic development helping to achieve the goal of increasing collective income and farmers' prosperity by safeguarding farmers 'subsistence rights and interests ， protecting farmers' property rights and interests， broadening farmers' income channels，improving farmers' quality of life，and enhancing farmers' governance capabilities from institution，management，operation，service，and governance dimensions. However，current challenges⁃such as difficulties in rural resource integration， shortage of production factors， obstacles in implementing external support，and lagging mindsets and behaviors among farmers⁃impede the effective realization of economies of scale，hinder the cultivation and growth of advtangeous industries，stifle the vitality of the collective economy，and undermine the progress of its development. Therefore， it is necessary to establish a systematic linkage and integration mechanism，strengthen policy preferences and support， improve the approval process and demand docking， and strengthen ideological guidance and skills training， so as to continuously develop and expand the new⁃type rural collective economy and consolidate the development foundation for farmers' common prosperity.
