摘要

生活污水治理是农村人居环境整治的重要内容，也是相对贫困治理的应有之义。在后脱贫时代研究农户参与污水治理意愿及其影响因素，以期为政策制定提供借鉴参考。基于大别山区“出列村”农户的访谈数据，在辨析生活污水治理特征的基础上，采用Logistic模型分析影响农户参与生活污水治理意愿的影响因素。结果显示：女性户主参与意愿高于男性户主，而农户的文化程度、住房结构、是否居住在中心村庄、非农收入占比、对生活质量提升的认知、对乡村旅游发展的认知、对村宣传和监督工作的评价、对村基础设施建设的评价等因素均对农户参与生活污水治理意愿有显著的正向影响。因此，应强化农户认知，提高参与的“自发性”；改善外部条件，提高农户参与的“诱发性”；提升村两委污水治理能力，提高农户参与的“持续性”。

Abstract

As an important part of the improvement of rural living environment， domestic sewage disposal becomes a practical problem which needs to be solved urgently in the implementation of rural revitalization strategy. Based on the interview data， this paper tries to analyze farmers’ willingness to participate in domestic sewage disposal and its influence factors by using Logistic model. The research results show that female farmers are more willing to participate than male farmers and the higher the degree of education， the stronger the willingness to participate. Results also reveal that household characteristics such as housing structure， concentration of residence and proportion of non⁃agricultural income significantly affect the willingness of participation. Meanwhile， farmers’ cognition on the improvement of their life quality and the development of rural tourism significantly improve their willingness of participation. Furthermore， farmers’ evaluation of the propaganda and supervision work of the village administration and their evaluation of rural infrastructure construction also improve their willingness. Therefore， we should strengthen farmers’ cognition to improve their “spontaneity” of participation， improve the external conditions to increase the “inducement” of farmers’ participation and enhance the sewage disposal capacity of the village administration to improve the “sustainability” of farmers’ participation simultaneously.
