摘要

随着市场经济深入农村社会，农村土地抛荒现象越来越常见，并且这个问题一直未能得到有效解决。基于甘肃省某移民搬迁村的调查发现，市场经济使得农民个体走向理性化，移民搬迁使得熟人社会陌生化，这造成了农民的离土倾向，集体组织治理乏力加剧了村民的离土行为，而土地向承包者流转不畅最终造成了规模的土地抛荒。解决土地抛荒的困境，关键在于加强集体组织的力量。

Abstract

With the deepening of market economy in rural society， the phenomenon of cultivated land abandoned is becoming more and more common， and this problem has not been effectively solved.Based on the investigation of a resettlement village in Gansu Province， this paper finds that the market economy makes the peasants move towards rationalization and the relocation makes the acquaintances defamiliarization， the lack of collective organization and governance aggravates the behavior of villagers to leave the land， and the poor transfer of land to contractors eventually leads to the large⁃scale land wastage.This paper holds that the key to solving the dilemma of cultivated land abandonment lies in strengthening the power of collective organizations， giving play to the role of village collectives as a bridge， and encouraging land contractors to appropriately transfer land and develop modern family farms.
