摘要

推进社区治理现代化建设、提升社区治理能力是实现国家治理现代化的重要内容。复合治理是适应了中国国情和治理场景的治理理论。对社区复合治理的价值取向进行分析，并从“结构-过程”的理论视角出发论述政府、社区居委会、社会组织和居民群众等作为治理主体在社区治理中应有的角色定位，结合南京市社区治理实践，分析当前社区治理创新发展中面临的挑战和制约，从价值引领、技术支撑以及行动复合三方面出发助力社区复合治理体系的创新和优化。

Abstract

Promoting the modernization of community governance and improving the ability of community governance are important contents to realize the modernization of state governance. Compound governance is a governance theory that adapts to China's national conditions and governance scenarios. This paper analyzes the value orientation of compound community governance， and discusses the roles of government， community neighborhood committees， social organizations and residents as governance subjects in community governance from the theoretical perspective of "structure-process". Combined with the practice of community governance in Nanjing， it analyzes the challenges and constraints faced by the current innovation and development of community governance， and helps the innovation and optimization of compound community governance system from three aspects： value guidance， technical support and action compounding.
