摘要

乡村数字赋能是数字技术与乡村建设场景不断交织的过程。通过构建“赋能型治理”的分析框架，重点考察了美国乡村数字赋能的内在机理。研究发现，在赋能主体上，通过建立州一级的协作联盟体系，形成了多元行动者共同参与的赋能网络；在赋能客体上，明确了数字经济、数字生态、数字服务、数字治理等应用场景；在赋能手段上，依托政策赋能、数据赋能、平台赋能等方式，促进乡村数智化转型；在赋能效应上，实现了提升农民数字素养、弥合城乡数字鸿沟、促进乡村数字化转型的根本目标。对此，新时代中国数字乡村战略的有效落地，有必要进一步健全乡村组织机制、明确场景定位、完善赋能手段，从而为全面推进乡村振兴增能赋权。

Abstract

Rural digital empowerment is a dynamic process of continuous interactive evolution between digital technology and rural construction practice. By constructing an analytical framework of "empowerment governance"， this paper focuses on the internal mechanism of rural digital empowerment in the United States. It is found that， in terms of empowering subjects， a collaborative empowerment network has been formed through the establishment of a state-level collaborative alliance system with the participation of multiple actors. In terms of empowering objects， application scenarios such as digital economy， digital ecology， digital services and digital governance have been defined. In terms of empowering means， policy empowerment， data empowerment and platform empowerment are mainly adopted to promote the digitalization transformation of rural areas. In terms o-f empowering effects， the fundamental objectives of improving farmers' digital literacy， bridging the urban-rural digital divide and digital transformation of the countryside have been achieved. Therefore， in order to effectively implement China's rural digital strategy in the new era， it is necessary to further clarify the application scenarios， improve the organizational mechanism and the means of rural digital governance， so as to truly empower the comprehensive revitalization of the rural areas.
