摘要

探究村务公开对宅基地治理绩效的影响机制，对于降低宅基地治理成本，助力乡村治理体系和治理能力现代化转型具有重要意义。基于北京市流动人口问卷调查，运用OLS、中介效应和调节效应模型进行实证研究。研究结果：村务公开提升了村民对宅基地资源分配、建房监督和纠纷管理的满意度，显著改善了宅基地治理绩效；引导村民塑造正确的所有权认知是村务公开提升宅基地治理绩效的重要机制；流动距离强化了村务公开对宅基地治理绩效的影响关系，而宅基地保障水平弱化了村务公开对宅基地治理绩效的影响关系；村务公开对宅基地是否被确权村民的治理绩效改善作用均正向显著，但对于未确权的宅基地治理绩效提升作用更大。基于以上分析，应推广多渠道村务公开，提高乡村数字治理水平；加强宅基地管理，引导村民树立正确的所有权认知；审慎推进宅基地改革，探索流动农户资格权实现形式。

Abstract

Exploring the influence mechanism of village affairs disclosure on the performance of homestead governance is of great significance for reducing the cost of homestead governance and facilitating the modernization transformation of the rural governance system and governance capacity. Based on the questionnaire survey of the floating population in Beijing， an empirical study was conducted using OLS， mediating effect and moderating effect models. Research results showed： Village affairs disclosure has enhanced villagers' satisfaction with the allocation of homestead resources， supervision of house construction， and dispute management， significantly improving the performance of homestead governance； Guiding villagers to shape a correct understanding of ownership is an important mechanism for village affairs disclosure to enhance the performance of homestead governance；The distance of movement strengthens the influence of village affairs disclosure on the homestead governance， while the level of homestead security weakens this relationship； The effect of village affairs disclosure on improving the governance performance of villagers whose homesteads have been confirmed or not is positive and significant， but it has a greater effect on enhancing the governance performance of those whose homesteads have not been confirmed. Based on the above analysis， the paper concluded that it is necessary to promote multi-channel of village affairs disclosure to enhance the level of digital governance in rural areas， strengthen the management of homesteads and guide villagers to establish a correct understanding of property rights and cautiously advance homestead reforms and explore diverse forms for realizing the rights of mobile households.
